Okay this all depends on what type you are going for. If you are going for professional or classy, I would were a natural pantyhose. No red!!! As far as accessories, if it is plain then you might want to wear a strand of pearls or a simple pendant, with matching earrings if possible. If you were very large earrings, go without a necklace, it will take away from the earrings. I would wear some nice black heels or maybe even a nice pair of dressy boots. Make up, for day you want to go natural. Use some beige on your eyes with maybe some gold or copper with a brown eyeliner and a peachy lip color. If it is for evening, you can just add a little bit of a dark brown or charcoal gray to your crease and as an eyeliner. I like to use shadow as eyeliner because it lasts longer and doesn't smear. You can smudge it a little for a smokey effect. For lips, I would use an orange based red or maybe a brownish mauve. Hair, through it in some big rollers for a while and just hand toss your hair. depends what for, halloween id say yeah, but for anything else id say maybe red fishnets? the tights would look too costumey. yeah definitly fishnets. id where then lots of eyeliner, coverup, and just a light gloss on the lips. and make a poof on top of your head by pulling it back and teasing it. no accesories, this whole outfist is bold enough. and id go for black stilletoes, oh maybe like red earrings. yes that would be good.

We used to call "tights" as "underwear" and since probably no one would see your underwear I don't know why you'd be concerned about that, but sure you can wear red underwear.

If you are asking about wearing red leggings with a black dress I would say "no". The red would make your legs look large or larger and catch the viewer's eye and I don't think yo want that.

If the dress is kinda short, above one inch above the knees then send it to the Salvation Army. If the dress is near the knees you can surely wear pantyhose, and a more conservative look would be medium to dark brown pantyhose.

You sound really young, although you have not stated your age. If you wear a black dress then either black shoes or red (not bright red) shoes would look great. A nice set of small white pearls would look great.
