hmm for cheap....Aeropostale is always having sales and usually is quite cheap. Remember outlet malls too. I have an outlet mall where I live and they have Abercrombie Fitch and it is way cheaper then the regular store. As for the colors I'm not an expert on that, but i am quite into shopping. I would also try oldnavy for the cheaper thing, though I've been there lately and nothin has really grabbed my eye but maybe it will for you. Cute shoes, I would try flats they are practical but cute or tennis shoes. or those other kind of shoes (don't know wut they are called lol) but I will give you a linke and labe it other shoes so you will know. I also like the look of flat clog type things with jeans they are in and comfortable.Here are some links of ones that I like:

1. Claires is a store that you could find in an ordinary mall and is quite cheap (just to worn you some things are quite tacky) but they have really cute stuff there head bands necklaces bracelets etc. I'm not real into eaccessories but that is where I would go.

cute jewlrey for younger people these days usually consists of bright colors that go with your outfits or adleast at my school (idk how old you are though it sounds like fairly young well I'm 13 so thats who your getting your advice from.

getting your earspierced is just a little sting after it goes through, but you have to make sure you clean your ears because if they get infected it is NOT fun.

cute earings, colorful claire's has tons of earings and dangley ones are in right now but you will have to start with studs (a.k.a small earings that are just in your ear and dont' dangle).

I'm sorry....I have to answer just because I think this is so funny. My son's fiance has a sister starting 10th grade and she's so excited and worried about what to wear, etc.....okay, it's "cute" and it makes me laugh cuz I don't remember every caring about wearing a cute outfit or anything in high school -- it's freakin school!!! Which is okay but who are you trying to impress???? Everyone is going to be into what THEY are wearing and if THEY look good, they aren't going to pay attention to what you are wearing.....teenagers are so into themselves and no one is going to care. Your friends are just going to be happy to see YOU -- get it????

getting your ears peirced does not hurt at all....i have two in each ear and my cartlidge..trust me none of them hurt. hollister, american eagle, and abercrombie have some really cute clothes.

Don't worry about peircings! I was terrified when I was going to get mine done but it was over so quickly that you didn't even have the time to be scared! :) Also ask to do both ears at the same time too! That way there is no waiting in between which may frighten a bit! Good luck!

The way I get most of my accesories is simply walking though large mall sections! I always see something I like! And if you are on a tight budget, try searching for those clearance signs! They always have cute things 4 cheap! (clothes too!!!)
