where is the best place to get a homecoming dress for cheap? (i'm not talking 10 bucks here, more like 60 and under....maybe 70)

what accessories would you suggest? necklace? bracelet? earrings?

probably at JC pennys or a macys. and if the dress you get is simple ad some elegant accessories that make it pop. if the dress you get already is elegant buy accessories that are "lighter" just to make you adn the dress look even better.
